Trade Misinvoicing: A Channel for de facto Capital Account Openness
نویسندگان
چکیده
In this paper we examine trade misinvoicing as a means of evading capital controls. With the trade liberalisation that has taken place in most emerging markets, and with an outlook of high GDP growth in many of these countries, traditional explanations for trade misinvoicing such as high custom duties and weak domestic economies cannot explain the misinvoicing witnessed today. We construct a multi-country dataset over a 26 year span, covering both industrialised and developing countries to study this phenomenon. The scale of misinvoicing that is observed is large when compared with capital flows. The incentives created by capital controls coupled with the opportunity offered by trade liberalisation play an important role in explaining trade misivoicing.

Determinants of Trade Misinvoicing
Trade misinvoicing should be seen as an element of de facto capital account openness. Traditional explanations for trade misinvoicing—high custom duties and weak domestic economies—are less persuasive in a world of high growth emerging markets that have low trade barriers. We construct a 53-country data set over a 26 year span, covering both industrialized and developing countries, to study the...
متن کاملThe World Income Distribution
We show that even in the absence of diminishing returns in production and technological spillovers, international trade leads to a stable world income distribution. This is because specialization and trade introduce de facto diminishing returns: countries that accumulate capital faster than average experience declining export prices, depressing the rate of return to capital and discouraging fur...
متن کاملMeasuring the Real Exchange Rate Misalignment and the Factors Affecting it in the OPEC Member Countries (Emphasizing on the Capital Account Openness and Exchange Rate Flexibility)
Changes in the real exchange rate affect a country's balance of payments and international competitiveness, and its misalignment from the long-run equilibrium level usually creates imbalances in the macro economy. This is also important in countries with oil resources due to their foreign trade structure. Accordingly, due to the existence of few internal studies on the subject in selected count...
متن کاملFinancial Openness and the Chinese Growth Experience
If China’s current rate of growth continues, the size of its economy will ex- ceed that of the United States in only 12 years. Even if this projection is overly optimistic, China’s growth track record has been remarkable, as can be seen in figure 4.1. Our chapter reflects on the Chinese growth experi- ence from the perspective of an empirical multicountry model in the neo- classical traditio...
متن کاملTrade, Factor Proportions and Political Rights*
This paper tests the implication of the Stolper-Samuelson theorem that capital-poor individuals prefer more trade openness in poor (capital-scarce) countries and less trade in rich (labor-scarce) countries, by using a broad panel of countries and new exogenous determinants of trade openness. According to the seminal work in Mayer (1984), capital-poor individuals prefer more trade openness in po...
